Founding principles

There are discussions on "fr" to write some founding principles of Vikidia. It is in French now, but I think the principles should be conceived and acknowledged by all the communities. How do I put my articals in a place in a Portal?I am creating an article called Meuse and the only place to acess the artical is in the artical Netherlands and a few others.
